About Law Reforms


Government have constituted Kerala Law Reforms Commission under the Chairmanship of Mr. Justice K.T. Thomas, Former Judge of Supreme Court vide G.O.(M.s.) No.45/2017/Law dated 09.03.2017. Sri.K.Sasidharan Nair, former State Election Commissioner and former law secretary is the vice-chairman and Dr.N.K. Jayakumar, former Vice Chancellor, NUALS, Smt. Indira.T, District Judge (Retd) and Sri. K. George Oommen, District Judge (Retd) are the other members of the Commission.

Laws should be accessible, clear, and equitable for all individuals, regardless of social or economic status.

Our Mission

The primary mission of a law reform commission, is to examine existing laws and suggest changes to improve the legal system.

Chairman's Note


Kerala Law Reforms Commission has been set up by the Government of Kerala with the following objectives:

1. To examine the existing laws and suggest amendments as are necessary according to the present day needs.
2. To make recommendations for repealing obsolete and outdated laws.
3. To recommend new laws as are necessary in the present day context
4. To systematically develop and reform law.

After the Constitution of India came into force the legislative work has been separately allocated to the Union and the State through the three Lists embodied in the Seventh Schedule of the Constitution. Through the domain of the state legislature is circumscribed within the limits prescribed in the Constitution, in a federal set up a lot can be done.

Justice K T Thomas - Chairman

He had his early education at Baker Memorial Kindergarten school and C.M.S. College High School and C.M.S. College, Kottayam, which is perhaps the oldest educational institution in India. He graduated from St. Albert’s College at Ernakulam. He was then elected as Chairman of the College Union. He took his law degree from Madras Law College.

He joined the chambers of a senior advocate Mr. Joseph Maliakal, an outstanding advocate who was one of the leaders of the Kottayam Bar. He was enrolled as an advocate in 1960. He set up independent practice very soon and acquired a large practice both on the civil as well as criminal side of the profession. He was engaged by litigants to conduct cases in different courts situated in different parts of Kerala and even outside Kerala. Twelve junior advocates practised in his chambers.

Shri. K Sasidharan Nair - Vice Chairman

Academic Qualifications: B.A,LLB.

Positions held:

  1.   Enrolled as Advocate on 09.11.1975

  2.   Joined the Judicial Service as Munsiff on 09.09.1985.

  3.   Worked as Munsiff till 1991,

  4.   as assistant Sessions and Sub Judge till 1999.

  5.   as Chief Judicial Magistrate till 2000

Shri. K George Oommen - Member

Academic Qualifications: B.A,LLB.
Student of Govt Law Colle, Ernakulam and passed LL.B and LLM meritoriously. (in the year 1981, 1984).

Positions held:

  1.   Enrolled as an Advocate on 13-03-1982 and practiced before Hon’ble HC as Junior of Advocate M.C.Sen.

  2.   Joined Judicial Service on 11-07-1988 as Additional Munsiff, Thrissur.

  3.   Worked as Munsiff at Kottayam and Mavelikkara.

  4.   Worked as Judicial First Class Magistrate at Chengannur.

Dr. N K Jayakumar - Member

Academic Qualifications: MA, M.Phil., LLM., Ph.D.

Positions held:

  1.   Professor, Head and Dean, Faculty of Law, University of Kerala.

  2.   Secretary, Kerala Legislative Assembly.

  3.   Vice-Chancellor, National University of Advanced Legal Studies, Kochi.

  4.   National Fellow, Indian Council of Social Science Research (ICSSR).

Smt. Indira T - Member

Academic Qualifications:

  1.   Graduated in Law from Mangalore University in the year, 1983, with Seventh Rank.

  2.   Graduated in B.com from University of Calicut in the year 1980, with First Class.

Positions held:

  1.   Enrolled as Advocate on 14.08.1983 and started practice at Ottapalam Bar till 1989 and was the first women Advocate in the Ottapalam Bar.

  2.   Became Ottapalam Panchayat member and thereafter Ottapalam Municipality Councilor, and served the Municipality in that capacity for 3 years.

The Commission started functioning on 05.04.2017 and considered various aspects regarding the future activities to be undertaken by the Commission. Law requires periodic changes and enters into new spheres according to the fast changing social needs.
